Hay I am really scared and I need someone to answer my question soon. I had sex with an older women, i used a condom, but never ejaculated in it but "tok it off from me" then mastebated me, rubbing her hand over the end of my penis could this possible put transmit HIV to my body, from a condom to a hand to my penis?

I’m glad you contacted us to relieve your fears. HIV has to get from another person’s body into yours to have a chance of infecting you. Your fear was that her vaginal fluids on the condom got on her hand before she touched your penis. It is extremely unlikely that you would get infected in that way. Ideally, you should have removed the condom yourself. But there’s still very little likelihood that HIV, if it was present, could have gotten into your blood stream. Even if she is HIV infected, & even if her vaginal fluids moved from the outside of the condom to her hand, to your penis, HIV still has to get into your body, not just on the surface of your skin. Although the head of your penis is mucous membrane, HIV was in the open air rather than the more closed environment of intercourse. If she was menstruating or you had sores or abrasions on your penis the possibility of infection would have been higher because more HIV is present in blood & because it would be easier for the virus to get into your body.
