Usually a woman needs to be having intercourse which is the penetration of the penis into the vagina and ejaculating to get pregnant. There is a small chance that a person can get pregnant if a male ejaculates just at the opening to the vagina.
Also, though it hasn't been widely documented, there may be a slight risk of a man getting ejaculate on his fingers and then before wiping it off putting the fingers in the vagina.
If a man puts his penis without a latex condom in the vagina even if he doesn't ejaculate a pregnancy could happen. There is a precum that cleans out the urethra in the penis and brings down sperm with it. The man can't feel it nor can the partner.
