Thank you for your question, and I am sorry it has taken me so long to answer it. Because it is a complicated question, with many possibilities I wasn't sure how to answer it.
The first thought I had is that you must not compare your own response to that of your brothers because though you are twins, you have difference in your responses sexually. This is very normal. We are not like our twins in many ways, and your question points that out.
You started out as a fast ejaculator and your brother did not. Actually, because we are all mammals, most men ARE fast ejaculators. All members of the mammal animal kingdom are naturally set up to be fast. Otherwise, when they are mating they might be killed. Humans, then, can also be fast ejaculators and can work on delaying ejaculation somewhat. Your range of 30 seconds to a minute is actually within natural range.
Also you mentioned that your orgasm doesn't feel the same as it did when you ejaculated less frequently. That is also what happens. Each orgasm WILL feel differently depending on the time between them. If you masturbate less frequently, you will then ejaculate fast the next time and the orgasm will feel differently than if you masturbate once a day or several times a day.
You asked how to gain shaft sensitivity, yet then talk about fast ejaculation after only 2-3 strokes, so you must easily be able to stimulate which is wonderful. There are men who have much trouble even getting an orgasm during stimulation, so you have an advantage.
There are several things you might do to change your own arousal pattern. I am assuming that you use your hand to hold on to the penis to masturbate. You might want to use a water-based lubricant in large enough quantities that the touch of your hand on to the skin of the penis isn't so direct. Making it more slippery can make it feel quite different. It can also give it a very different sensation.
Also, instead of using your hand, you may want to put your body in different positions and use an object such as a pillow, or side of the bed to do the stimulating.
In the stop start technique, you may only do 3 strokes before you need to stop the action. Then slowly increase one more stroke, then relax. Also, if you change positions when you do this, you may find that your body relaxes some.
I know that you may not have access to books, but there are two new books out that may give you some ideas as well. They are not on HOW to masturbate but they have information that may help you get ideas on how your body is working, or on how to find new ways that will give you a different feeling orgasm and a slightly extended length of time that you want.
Remember that we are designed to be fast ejaculators so that we are going against nature in trying to extend too long.
