It is not common for either men or women with CP to experience lack of sensitivity in his or her genitals. Cerebral palsy does not produce any changes in tactile sensitivity. Spasticity in women with CP sometimes makes it difficult for a man to enter her in certain positions. But this doesn't appear to be your issue. I would suggest that you first visit a physician who you feel comfortable talking to about sexual issues. In conjunction with the physician, you must determine whether the problem is physically based or not. If the answer is no, you should visit a sex therapist. You can find information and links at the American Association of Sex Educators, Counselors, and Therapists. In a study I recently conducted with men with CP, one man had in fact so internalized negative cultural beliefs and social attitudes about sexuality and people with CP that he was losing physical sensation in his genitals when he felt himself getting aroused. I urge you to begin the process of finding out what the cause of your lack of sensation is as soon as possible. I hope this information is a start. Take care,
